What Is Different About Remodeling in Evanston

Three things decide how an Evanston remodel is planned: the city permit, historic review, and, in a condo, the building itself.

City of Evanston permits

The city requires a building permit for most construction that is not cosmetic. It does not need one for:

  • Paint, wallpaper, tile, carpet and similar finishes
  • Minor plumbing, electrical or HVAC repairs
  • Window or door replacements that keep the same openings

Building permits are listed at 4 to 6 weeks of review, express permits at 3 to 4 business days, and applications go through the city's online Citizen Portal.

Historic districts and landmarks

Evanston has nine historic districts, five on the National Register and four local, including Lakeshore, Ridge, Northeast and Oakton, plus more than 850 local landmarks.

Exterior work that can be seen from the street, alley or sidewalk needs a Certificate of Appropriateness before a permit is issued. The Preservation Commission has no purview over interior projects with no exterior change.

Condo buildings

In a condo, the building's rules sit on top of the city's. Expect:

  • Board approval of the plans before work starts
  • A certificate of insurance naming the association
  • Freight-elevator bookings for deliveries and debris
  • Work hours set by the building

Flooring changes often carry a sound rule too: our condo flooring guide explains IIC and STC.

FAQ

Evanston Home Remodeling: Common Questions

Based on Assembly Squad Remodeling's 2026 Chicago-area pricing, a kitchen remodel runs $25,000 to $150,000 or more, a bathroom $8,000 to $75,000 or more, a finished basement $55 to $145 per square foot, and a whole-home renovation $85,000 to $650,000 or more. In a condo building, add roughly $3,500 to $8,000 for insurance paperwork, elevator time, protection and haul-out.
Usually, yes. The City of Evanston requires a building permit for most construction that is not cosmetic. Paint, wallpaper, tile, carpet and similar finishes do not need one, and neither do minor plumbing, electrical or HVAC repairs or window and door replacements that keep the same openings. Moving walls, plumbing, wiring or gas does. Applications go through the city's online Citizen Portal.
The City of Evanston lists 4 to 6 weeks for building permit review and 3 to 4 business days for express permits, as of September 2026. Staff review and approve the plans before the permit is issued, so the design has to be final first. We prepare the drawings, submit the application and schedule the inspections, and we plan the calendar around that review from day one.
Only when the work changes the outside of a landmark, or of a building in one of Evanston's nine historic districts, and can be seen from the street, alley or public sidewalk. That work needs a Certificate of Appropriateness before a permit is issued. The city states the Commission has no purview over interior projects with no exterior change, so most kitchen, bath and basement remodels are not reviewed.
Yes. Condo work in Evanston runs on the building's rules as well as the city's: board approval, a certificate of insurance, freight-elevator bookings and set work hours. At Optima Horizons, 800 Elgin Road, we turned a closed condo kitchen into an open one, removing a bulkhead over the island, for under $35,000 in six weeks while working inside the building's schedule.
Plan on $25,000 to $40,000 for a refresh that keeps the layout, $45,000 to $85,000 for a mid-range remodel with new cabinets and quartz, and $90,000 to $150,000 or more for high-end custom work, based on our 2026 pricing. Condo kitchens run $25,000 to $95,000 or more, and the top of that range is where walls, the sink or the gas line move.
Moving things. In our 2026 condo kitchen pricing, a full gut that keeps the same footprint runs $45,000 to $75,000, while moving a wall, the sink or the gas line takes the same kitchen to $75,000 to $95,000 or more. Keeping plumbing, gas and walls where they are is the biggest single lever you have on the final price.
Most of our kitchen projects take 10 to 14 weeks in total, and in Evanston the plan has to allow for the 4 to 6 weeks the city lists for building permit review. Construction itself is shorter: the 800 Elgin Road condo kitchen was built in six weeks, and our Illinois-made cabinetry arrives 4 to 6 weeks after the drawings are approved.
We work across Evanston, including the 60201, 60202 and 60203 zip codes, and across the North Shore.
